China
Sees Upturn in Economy
The Hong Kong shippers Council
suggests that “there has been a substantial improvement
in export demand” and this has led to the ocean carriers
operating the Far East Trade lanes to introduce an Emergency
BAF and from 15th August will implement a Peak Season surcharge.
This is on top of the already increasing freight rates.

Economic Operator Registration and Identification (EORI)
Following an EU legislation
change, a new trader identification system is being introduced
through out the EU on 1st July 2009 called the “Economic
Operator Registration and Identification (EORI). This will
affect economic operators involved with import, export or
transit of 3rd country goods.
The EORI number will be used by an economic operator in
communications with any EU Customs authority whwn an identifier
is required, for example Customs declarations.
As a result the current TURN (Trader Unique Reference Number)
system in the UK will be replaced by EORI. In most cases
it will be the same as your current TURN (VAT Number + 3
digits (usually 000)) and your business will be unaffected.
You may continue to use your current TURN on Customs declarations
up to midnight 30th June 2009 and you may commence using
your EORI number any time after the 1st April 2009 prior
to full implementation of EORI on 1st July 2009.
For further information about EORI please visit HMRC website

FEFC to disband on 30th September 2008
On 30th September 2008 the
Far East Freight Conference will disband which means there
will be no regulatory body setting CAF/BAF surcharges and
UK handling charges. From 1st October the competition will
open up leaving the carriers and/or their agents to charge
their own level of charges. This will mean for sure that
the current UK handling charge from the Far East (£69.00)
is very likely to increase dramatically. Some carriers are
already suggesting THC of £130 per container. The
October BAF & CAF is likely to differ also, depending
on carrier. Not withstanding, Ocean Freight rates are likely
to see a change in the current pricing levels.

The Port of Felixstowe has been granted consent to reconfigure
the southern terminals and upon completion increase container
capacity by approximately 50%. Construction will not be
started until a legally binding commitment by the port to
fund external road and rail upgrades. These costs have previously
been funded by the Government but a change in Government
policy in 2004 means that external infrastructure costs
are now levied on the industry.
The port proposes charging £5.50 per container from
2nd April 2007 until the end of 2008 and the time scale
